Charge Attacks, or Charged Special Attacks, in Castlevania Judgment release powerful charged energy in an attack. They are executed by holding Special (B on the Wii Remote, a on the Classic Controller, or A on the GameCube Controller) and waiting for the character to flash red, then while still holding Special, perform the action for a Normal Attack. It is also possible to perform any charged attacks while moving or jumping.
In Grimoire of Souls, Richter can charge up his whip to perform a stronger whiplash.
